Safe Working Requirements

601 Authorisation - Block Sections

The following mustbe applied when authorising the relevant safe working procedure:

Levels of Authority:

  • Written: This authority is issued via a proforma form known as a Safe Working Authority (SWA).
  • Verbal: This authority is issued verbally.
  • Self Authorisation: This authority can be made by the Operator after completing the prescribed actions.


Separate Authority:

Separate authority wil be required for each movement mentioned in this rule.

a. Entry:

1. To pass when failed or imperfectly displayed.

2. Shunting movement cannot st back within signal.

3. Enter "wrong line".

SWA-01 from Train Control.

4. Enter section temporarily closed by Track and Time (Mis60) Permit - signal "blocked" at stop.

SWA-01 from Train Control followed by verbal authority from Person in Charge.

5. MTMV to enter section when signal at stop as a result of maintenance activity or other MTMVs in Block Section.

Departure Signals (Absolute)

1. To pass when failed or imperfectly displayed.

SWA-01 from Train Control.

2. To pass failed "low speed" or "arrow" indicator (fitted to Loop Departure Signal) for movements not proceeding to Block Section.

Verbal from Train Control
(After confirming the points are set for the intended movement).

3. To pass when failed - displaying with "Block Entry Restricted Speed" aspect.

  • Following Movements
    Except when Wrong Line running, an authority may be issued for a following movement into a Block Section provided Train Control, or where applicable, the Signaller has confirmed the train ahead has cleared the Intermediate signal in advance.
  • Advising Signaller:
    For Starting signals and Block Entry boards, a copy of the SWA-01 authority is to be provided to the local Signaller involved.
  • Disabled Trains:
    For authorities associated with the recovery of disabled trains - refer d Disabled Trains.
  • Authority of Person In Charge
    Enter section temporarily closed by Track and Time (Mis60) Permit - signal "blocked" at STOP, Train Control must have received verbal authority from the Person in Charge of the work area and must include "PIC authority also required" in Clause 8 "Other Instruction" when issuing the SWA-01.
  • MTMV vehicles not coupled:
    • A SWA-01 authority will apply for all of the vehicles in the group that are at the signal at the time of the request from the Operator.
    • The Operator will be responsible for the safe movement ensuring all vehicles move closely together, and must advise Train Control when the complete group has passed the signal and no longer occupies station limits.
